The petitioner submitted that original dyes and machines were used for printing the stamp papers and that thousands of people across many State were involved in the racket. A number of police officers were found to be involved and leaders of different political parties, Ministers and MLA had come under a cloud. This posed a great threat to national security. The petition said that though the Deputy Prime Minister, L.K. Advani, had declared that the Centre was ready for a CBI inquiry, Maharashtra and Karnataka were not making the request as "political bigwigs" were allegedly involved.
