During his two-day visit to the State to review poll preparedness, the Chief Election Commissioner, J.M. Lyngdoh, had asked for a fresh report since ``the Commission was not satisfied with its previous report''. Mr. Lyngdoh had said there were lots of complaints that in certain districts the administration was ``biased and partisan'' and there was an impression that the administration was ``not neutral''. Asked about the EC's suggestion to airlift poll parties to the polling booths located in remote areas where naxalites were active, Dr. Chakravorty said a decision on this would be taken after reviewing the ``realities at the ground level''.
