Terming it the `JKLF road map for peace and prosperity in South Asia', he called for "re-unification" of the Jammu and Kashmir State in five phases under the supervision of an `international Jammu and Kashmir committee' that was independent of the democratic, federal and secular system of the State Government with cordial relations with both India and Pakistan. Fifteen years later there could be a free and fair referendum in which the people of an `undivided Jammu and Kashmir' could decide, as final settlement of the issue, whether to continue as a free nation or become part of India or Pakistan. This, he said would ensure future peace and prosperity in South Asia. "The tension between them compels them to spend huge sums on defence with the result that a sizeable population of both the countries is below the poverty line", he said in support of his proposal.
