The decision followed a request by the embassies of the expatriates, Gulf News quoted official sources as saying. Foreigners make up 85 per cent of the population of 3.1 millions. Most of them are Indians, Bangladeshis, Pakistanis, Sri Lankans, Filipinos and Iranians. Around 4,00,000 are staying in the country illegally.
