Sir, The National Human Rights Commission report on the starvation deaths in Kashipur, Orissa, has ignored the Orissa Government's responsibility to find a permanent solution to starvation in Kashipur's tribal pockets. Having investigated the deaths a few months ago, I came to the conclusion that the failure of the Public Distribution System is only part of the cause. Governmental negligence and exploitation is widespread in areas like Kashipur. Tribals said they suffered starvation even before the deaths were widely reported a year ago. The Government did nothing then. The non-government organisaions in Kashipur, dedicated to alleviating tribals' suffering, have done little to find alternatives to eating mango kernel.
