COLOMBO, MARCH 25. The chief negotiator for Sri Lanka's Tamil Tigers, Anton Balasingham, flew by seaplane into rebel-held territory today to help the guerillas prepare for peace talks with the Government, officials said. The trip will allow Mr. Balasingham to meet the rebel leader, Velupillai Prabakaran, ahead of negotiations with the Government expected within a few months. ``We can confirm that his plane from the Maldives touched down on a lake in Vanni,'' said a senior military official.
