NEW DELHI, FEB. 25. The Health and Family Welfare Minister, C.P. Thakur, today said the Government was considering adopting the two-child norm as a policy as it was close to the total fertility rate targeted by the Government. Inaugurating a national seminar here on `Reproductive and Child Health - Key to Population Stabilisation', he underlined the need for improving reproductive and child health care.
