BANGALORE: The State Government has constituted a State Security Commission. The Chief Minister will be its chairman and the Home Minister vice-chairman. Leader of Opposition in the Legislative Assembly, a retired High Court judge nominated by the Chief Justice of the Karnataka High Court, the Chief Secretary and Additional Chief Secretary/Principal Secretary, Home Department, will be other members of the committee. The DG&IGP will be the ex-officio secretary of the commission. The commission will lay down broad policy guidelines to ensure that the police act in accordance with law and the Constitution. It will evaluate the performance of police and submit reports to the State legislature. The recommendations of the commission shall be binding on the State Government. Setting up of the commission was one of six directions given by the Supreme Court to the State Governments towards police reforms in the Writ Petition 310/1996. A committee, headed by former DG&IGP R. Sri Kumar, was asked to look into the implementation of the six directions. The committee submitted to the State Government the draft of the new Karnataka Police Act. It also submitted a proposal for the security commission to ensure that the State Government did not exercise unwarranted influence or pressure on the police.
