NDMC to submit development plan

Outlining its vision for sub-city’s governance


Total capital outlay of about Rs.1,467 crore till year 2012

The NDMC to provide 575 crore over the next five years


NEW DELHI: To access funds under the Jawaharlal Nehru National Urban Renewal Mission scheme and to outline a long-term vision for its governance, the New Delhi Municipal Council will submit a detailed sub-city plan to the Union Urban Development Ministry this coming week.

The JNNURM scheme was launched to promote sustainable development of cities by eliminating constraints in investment in urban infrastructure and services and their management. The scheme also seeks to strengthen municipal governments and their functioning.

Housing a 3-lakh population across 43 sq km, the NDMC area is both an integral part of Delhi as well as a distinct sub-city due to its special character.

Said an NDMC official: “Though the NDMC area was included in the city development plan of Delhi, a separate sub-city plan for it was envisaged keeping in view the special position of this area.”

“This sub-city plan is an exercise in introspection by the NDMC on its current state of affairs and an attempt to plan the path ahead. It incorporates future development goals for the NDMC area that capitalise on its potential and address the current bottlenecks,” he added.

For preparation of this plan, the civic body accordingly commissioned ILFS Ecosmart Limited as consultants who identified the key challenges and issues to be targeted in areas such as land and urban growth management, state of environment, water supply, power supply, sewerage, roads and transportation and finances among others so that the organisation can better fulfil its obligations and outline a vision for its future development.

The sub-city plan identifies a total capital outlay of about Rs.1,467 crore till the year 2012, of which the NDMC will have to provide about Rs.575 crore over the next five years. The remaining amount can be sourced from the Ministry of Urban Development, the Delhi Government and the private sector.

“We also signed a Memorandum of Article under the JNNURM with the Ministry of Urban Development last month as per the norms and are now awaiting a response.”
