1. Hindustan Shipyard Limited (HSL), an ISO-9001 company, located at Visakhapatnam on the Eastern Coast of India, is one of the country's major Shipbuilding yards, catering to the varied "Shipbuilding", "Shiprepairs" and "Offshore" requirements. The company is looking for a suitable internationally reputed consultant capable of undertaking an in-depth "Viability Study" and suggest an "Action Plan" for revitalising the shipyard so as to render if competitive both in domestic and global markets.

2. The "Consultant" should have rich experience by virtue of extensive exposure to global "Shipbuilding", "Shiprepair" and "Allied" industries. He/They should be in a position to assess the domestic and international markets for "Shipbuilding", "Shiprepairs" and other "Potential Areas" and suggest suitable "Product Mix". The study should cover problems of the yard in relation to Finance, Technological Upgradation, Production facilities, Productivity, Planning, Design, Marketing, Man and Materials Management etc. and suggest short-term and long-term measures, including feasibility of Joint Ventures etc. to improve the viability of the shipyard.

3. Interested consultants may draw up a "Proposal" broadly covering above aspects and submit the same by 31-12-99. The proposal should present
   (i) details of earlier experience of carrying out similar studies, in particular large shipbuilding and repair yards
   (ii) the plans drawn, implemented and results thereof and
   (iii) the terms and conditions for the proposed study and any other details as he/they may wish to furnish.

4. Upon scrutiny of the proposals the parties will be called for "Bidders conference" at HSL , Visakhapatnam to make a presentation on the "Modalities" and "Approach" and thereafter short-listing will be done for finally evaluating and assigning the viability study.
