SHIMLA, APRIL 8. The Health Minister of Himachal Pradesh, Chandresh Kumari, has blamed the Union Health and Family Welfare Minister, Sushma Swaraj, for violating the model code of conduct by announcing at Shahpur on Monday that the Centre was willing to take over the Vivekanand Medical Research Trust but it was Chief Minister, Virbhadra Singh, who refused this proposal. Ms Swaraj had said this while addressing a rally in Kangra in favour of former Union Minister, Shanta Kumar. This announcement, which is contrary to the facts, constitutes a serious violation of code of conduct and needs to be taken up by the Election Commission, urged Ms. Kumari in a statement here today. She further claimed that Mr. Singh on his own initiative had requested the Centre to set up an AIIMS type institution at Tanda Medical College Hospital on a priority. She said the State government has already spent Rs. 100 crores for the construction and management at the Tanda complex. She said she had also personally met Sushma Swaraj at New Delhi and requested her to upgrade this college to AIIMS status. Health, Ms. Kumari maintained, is a state subject and the local needs of people and their convenience and accessibility determine the location of an institution.
