Cong. for 'quota' for poor among forward castes

NEW DELHI AUG. 13 . The Congress today described the decision of the Central Government to introduce bills to ban cow slaughter in the country and granting full statehood to Delhi as "empty poll gimmicks". However, it said that it had in principle supported reservation for the economically backward among the forward castes.

Commenting on the proposal to bring in a bill to ban cow slaughter, the Congress chief spokesperson, S. Jaipal Reddy, said the party had always endeavoured to impose such a ban and had legally done so in many States "even before the Bharatiya Janata Party was born". Yet, the Congress was of the view that the subject was a matter reserved for the States and it did not want the federal structure tampered with. The Congress, he said, believed that such a bill would be outside the legislative competence of Parliament.

"We believe that the Bill is not admissible on the grounds of legislative competence."
