Such notification is necessary under the Constitution before a resignation can be approved, Mr. Taylor has said repeatedly. Mr. Taylor, under international pressure to leave the country he has helped plunge into civil war, was scheduled to have addressed Congress on Thursday to notify them of his intention to resign. He was also expected to announce who he would be handing power over to. The Speaker said that because there was still no formal notification from Mr. Taylor, Congress could not approve the resignation. AP
