CIA charge `preposterous', says V. Ramachandran

THIRUVANANTHAPURAM July 4 . The Planning Board vice-chairman, V. Ramachandran, has termed as `preposterous' the allegation that there was a CIA connection to the People's Plan Campaign.

Speaking to The Hindu today, Mr. Ramachandran said, "I have my own views on the way in which the People's Plan Campaign was implemented in the State during 1996-2001. But it is preposterous to drag in the CIA just because a small amount of Dutch assistance was availed of for studies and training. India has been taking Dutch grant assistance for rural water supply and other rural programmes for years.''

Mr. Ramachandran, however, said that there was a lesson in this for responsible political parties and intellectuals and academics supporting them. Referring to the LDF opposition to the ADB loan proposals, Mr. Ramachandran said that after having worked assiduously for over three years for ADB assistance, the LDF had no qualms in launching a virulent campaign against the ADB loan when it was about to be finalised by the UDF Government which had assumed power by that time.
