According to the Law Ministry sources, these courts have disposed of around 78,000 criminal cases at the sessions court level out of 1,84,207 criminal cases transferred to them. When all the FTCs are made functional, the disposal of cases will increase. The Centre has, so far, released Rs. 328.26 crores to the States out of a total sum of Rs. 502.9 crores earmarked for setting up the FTCs over a period of five years under the award of the Tenth Finance Commission. The Parliamentary Standing Committee on Home Affairs which reviewed the working of the FTCs was informed by the Government that FTCs were now taking up sessions cases pending for two years and more and the cases of over two lakh undertrials in jails on top priority. The Government told the committee, headed by Pranab Mukherjee of the Congress, that at present State Governments were spending about Rs. 430 crores per annum at the rate of Rs. 55 per day per person in jail for maintaining the undertrials and the disposal of these cases by the FTCs would result in substantial saving besides addressing a serious human rights problem.
