IUCC recommends banning of capitation fee

KOZHIKODE MAY 17. The Inter University Consultative Committee (IUCC) has recommended to the Government to abolish the practice of collecting capitation fee from students for admission to self-financing courses in the unaided sector.

At its meeting held at the Calicut University here today, the Vice-Chancellors of all the Universities in tssshe State, said that a provision banning capitation fee be incorporated into the proposed Unified University Bill.

Later briefing presspersons on the deliberations, the Higher Education Principal Secretary, K. Mohandas, said that the bill would have a "specific provision to ban the collection of capitation fee from students for admission to self financing courses.''

The proposed legislation was in spirit with the verdict of the Supreme Court, he said.

Mr. Mohandas also said that the fees to be collected from the students admitted to the professional colleges would be finalised before May 31.

The committee has also asked the universities to restructure the existing examination fees on a uniform pattern.

Besides hike the examination fees by 10 per cent annually, he said.

The sub-committee report on the academic control over unaided colleges affiliated to the universities has suggested that stringent regulations be imposed on unaided colleges.

The fees payable by students admitted to the merit quota and reservation quota should be the same as those fixed for students in aided colleges.

The qualifications of teachers in aided colleges for a course should be made applicable to teachers in unaided colleges also. To ensure that only qualified teachers are appointed such institutions shall be directed to get the approval of the university.

A college level monitoring committee should be set up at the colleges under the chairmanship of the principal to monitor the standards and transparency in the conduct of academic programmes in unaided institutions.

The report recommended setting up an apex body at the State level in order to ensure uniformity in policy matters regarding unaided institutions in the State.

Statutory powers should be given to the universities to monitor and control the functioning of the unaided colleges.

The meeting also decided to constitute a committee of registrars of all universities to frame rules and procedures for the admission of the students of the Central Board of Secondary Education whose results are based on grades and not on marks system.

The committee has been asked to give its suggestions in a week.

The Kannur University Registrar, M.O.Koshy, has been asked to look into the aspect of awarding bonus marks and other incentives to NCC cadets.

However, the meeting failed to take a favourable decision on the mutual recognition of courses conducted at the various universities.

The Kerala University Vice-Chancellor, B. Ekbal, said that recognising all the courses of other universities would be suicidal, while the Kannur University Vice-Chancellor, V.K. Rajan, said that mutual recognition of courses was needed to help the student community.

It decided to fill up the vacancies at the affiliated colleges soon after the deployment of excess staff and teachers in the colleges.
