There are 34 employment exchanges in the State with nearly two million registered applicants. In the past, employment exchanges were required to sponsor applicants against all vacancies notified to them under the Employment Exchanges Act 1959 and as per orders issued by the Union and State governments. However, a Supreme Court ruling, in effect from 1996, has permitted employers to meet their manpower requirements through direct advertisement of vacancies besides getting lists from employment exchanges. Therefore, the role of employment exchanges in providing placement has been drastically reduced. Qamar-ul-Islam, Minister for Labour, who launched CAMPU, says it is a "multipurpose scheme" which aims at creating global employment opportunities to meritorious candidates. The scheme is proposed to be implemented as a pilot project in employment exchanges in Mysore, Mangalore, Mandya, Hubli, Gulbarga, and Bangalore. Nayaz Ahmed, Secretary, Labour Department, says CAMPU is a "self-supporting scheme" in which Rs. 100 is charged at the time of registration, and the data is made available to employers without a fee. S.M. Raju, Director of Directorate of Employment and Training, says the main aim of the scheme is "to make the whole globe a small village."
