T.N. transfers

Sir,— The frequent transfer of senior IAS officers in Tamil Nadu in which even the Chief Secretary is no exception, after the AIADMK Government took over gives the impression that the bureaucrats have been reduced to the level of glorified clerks.

It appears that such transfers are not meant for making the administration more efficient and responsive, but rather for pandering to the whims and fancies of the Chief Minister, as otherwise, what could be the reason for the "all important move" to remove a competent Chief Secretary, Shankar, or the "self-effacing but action-oriented" Chief Secretary, Suganeswar within such a short period of time?.

If the Chief Minister is sincere about her avowed desire to make Tamil Nadu the number one State industrially and economically in a decade, she should realise that the bureaucracy, which is blessed with some competent officers who have still chosen to continue with the State administration instead of seeking refuge in Delhi, should be consistently encouraged to function without being inhibited by a coercive environment, which is what prevails today.
