Though the BMP was to pay Rs.10 crore as beggar cess to the Government, the Finance Department had not brought any pressure to collect it. So was the case with the library cess, the committee noted and asked the officers to arrange to remit the same in two annual instalments. The report of the committee headed by K.B.Koliwad, placed on the table of the legislature recently, has asked the officers to ensure payment of Rs. 12 crore arrears of library cess similarly. The committee has recommended setting up of a special squad for monitoring of accounts to bring about greater financial discipline in the Urban Development Department. The municipal corporations, city municipalities, and town municipal councils were not placing reports of their accounts on the table of the House as required and the law should be amended to comply with this. Among the other recommendations made are for introduction of fund-based account system in all the city corporations, involvement of legislators and other elected representatives whenever the municipal bodies take up development works through loans raised by them to ensure that the works benefit the people and introduction of self-assessment scheme of property tax in all these bodies to improve their revenues to finance schemes for provision of basic amenities.
