Helpline for SCs, STs planned

By Our Special Correspondent

CHENNAI July 17. The National Commission on Schedules Castes and Scheduled Tribes has written to the Union Home Ministry for setting up a police station in the commission headquarters in New Delhi, its Chairman, B.S. Shastri, said.

Dr. Shastri, who took over about three months ago, said the facility had been planned in view of several petitions from the States such as Madhya Pradesh, Uttar Pradesh, Bihar, Andhra Pradesh and Tamil Nadu that police did not accept complaints of crimes against the SCs and the STs. Complaints could be sent to the proposed station from where they would be forwarded to the jurisdictional police stations. The Commission is also planning to have a helpline for SCs and the STs. A `multifunctional entitlement card' to benefit 25 crore SCs and STs had been proposed. Eighty per cent of the cards would be given to them and the remaining to those below the poverty line. Initially, the cards would be introduced in Chennai, Delhi, Mumbai, Calcutta and Varanasi and later extended to other places. Like some other States, which had an SCs and STs Commission, such a facility was being considered for Tamil Nadu also. He met the Tamil Nadu Chief Minister, Jayalalithaa, and she explained to him the schemes being implemented for those sections of the people.
