The comprehensive scheme has almost been approved and the modalities are being worked out. Four more centres to impart training are proposed to be formed to ease the pressure on the existing facilities, official sources say. The programme will ensure that a policeman undergoes the course at least once during his career. It is not as though in-service training to personnel, from the grade of constable to inspector, is a new concept. Introduced in 1976, it was imparted for a week in the eight DIG ranges in Madurai, Tirunelveli, Coimbatore, Tiruchirappalli, Vellore, Chengalpattu and two in Chennai. A minimum of 50 men and officers underwent the course. However, for a variety of factors including the exigencies of work, all personnel could not be covered. The force strength as well as the number of DIG ranges has increased. The challenges faced by the police have also risen. With a view to meeting the training demand, four more centres at Thanjavur, Villupuram, Salem and Ramanathapuram have been planned. The thrust will be on training for constables and head constables who are at the cutting edge. The Police Training College at Ashoknagar here will be the main support for the programme. Unlike as in the past when trainees were addressed only by police officers, the personnel are now being exposed to lectures by resource persons from outside on subjects such as human rights, on which emphasis is being laid, law, prosecution and police-public relations.
