The Secretary, Union Ministry of Communications and Information Technology, Rajeeva Ratna Shah, who was the chief guest at a function organised here to commemorate the 14th anniversary of the trust, said the time was ripe now for the State Government to change from the `Operation Blackboard' concept to `Operation Computers'.
