`POTO should be implemented'

PONDICHERRY, NOV. 30. The AIADMK MLA from the Uppalam constituency, Mr. A. Anbalagan, has called upon the territorial administration to implement the POTO here as there appeared to be movement of ``dangerous elements using Pondicherry as a haven of terrorist machinations''.

Addressing newsmen here today, he said it was really perplexing that the Congress, which had in the past resorted to clamping of the MISA and the TADA, was now faulting the Centre on the POTO issue.

Mr. Anbalagan criticised the ``unnecessary delay'' by the Congress ministry in its expansion. Two more ministerial posts were vacant and lack of full-fledged Cabinet was causing hardship to the people as their grievances were hanging in the balance.

He said that a number of schools lacked adequate teachers and students were reeling under difficulties. There were schools with excess teachers. There should be a redeployment of staff to tone up education.
