Sangliana issues whip to curb road rage

BANGALORE, NOV. 17. All police officers above the rank of sub-
inspectors will exercise the power to impose spot fine on traffic
violators in the City from Monday, the Commissioner of Police,
Mr. H.T.Sangliana, said here on Saturday. Hitherto imposing fine
was the prerogative of the traffic police officers.
In a new set of guidelines, the Commissioner said this move was
necessitated by the extensive violation of traffic rules and
regulations, especially by the educated citizens who should have
acted as teachers and set examples to the illiterate drivers like
those of autorickshaws. All police officers above the rank of
sub-inspectors of different units had been authorised by the
Government to exercise the power to impose spot fine on traffic
violators.
He said he had upgraded the level of investigating officers to
expedite detection of unsolved murder cases. The level of
investigators had been upgraded from the rank of police
inspectors to the rank of Assistant Commissioners of Police
(ACPs) in all pending cases of murder. The new investigating
officers had been given a free hand to choose and pick men to
assist them.
Fiat to SHOs
Mr. Sangliana has directed his officers to be available to the
public everyday between 3 p.m. and 5 p.m. All the Station House
Officers would start work at 8 a.m. while he and officers above
the rank of Assistant Commissioners of Police (ACPs) would start
their work at 9 a.m.
He threatened to book cases against the car drivers who played
loud music while driving and those who indulged in jaywalking on
roads.
He has directed all policemen to wear helmets while on duty and
has asked them to put up sign boards in stations, saying ``we are
for you or may we help you.''
Mr. Sangliana has asked the autorickshaw drivers to write the
registration numbers of their vehicles on the back of the
driver's seat for the benefit of commuters.
He has suggested to the people to bring traffic problems to the
notice of Deputy Commissioners of Police (DCP) and if no action
is taken within three days, to refer the matter to the Additional
Commissioner of Police (Traffic) or himself.
#He has set a deadline of one week for processing passport
applications and gun lincences. If this is not complied with the
aggrieved persons can call 2200904 (Additional Commissioner of
Police - Administration) or 2200918 (Deputy Commissioner of
Police - Administration).
Mr. Sangliana said in the autorickshaw lane marked on Mahatma
Gandhi Road, left and straight going two-wheelers were also
permitted to take the same lane except those going towards
Brigade Road. The Brigade Road-bound two-wheelers should take
left lane abutting the yellow line to let four wheelers occupy
middle of the road.
He said cyclists should have lamps fitted to their bicycles to
move during the night.
