Speaker call to heed norms

NEW DELHI, SEPT. 17.

The State Delhi Assembly Speaker, Chaudhary Prem Singh, said today that to make the democratic system more effective and efficient, it was important that elected representatives worked dedicatedly in the service of the people and at the same time strengthened the parliamentary norms by observing all rules and regulations.

Speaking after his return last night after attending the conference of Commonwealth Parliamentary Association in Australia, Chaudhary Prem Singh said most countries had adopted and followed the parliamentary system, which had given excellent results. However, he cautioned elected representatives against adopting a callous attitude towards the development and concerns of the people saying that any deviation would weaken the system. The Vidhan Sabha, Secretary, Mr.S.K. Sharma, accompanied the Speaker at this conference. Mr. Sharma had also visited the United States in connection with a Parliamentary conference in August.

The Speaker felt that all elected representatives should abide by rules and regulations laid down by Parliament and the Legislatures to set a shining example. They should live upto the expectations of the people and fulfill their aspirations through adopting a developmental and conciliatory approach. More than 500 Parliamentarians, including a few from India, got together at the conference and discussed ways to raise the public perception of Parliaments, Legislatures and their members.

He said some of the subjects discussed included Strengthening Parliaments Oversight Role, Eliminating Poverty, Making Parliaments More Gender sensitive and Assisting Legislators to take advantage of Information Technology and Communication and raising of public knowledge about the role of public representatives.

He said the Commonwealth Parliamentary Presiding Officers Association had in all 171 branches spread over 51 counties. Of these, 31 branches are from India alone. En route to Australia, Chaudhary Prem Singh also visited Japan where he paid floral tributes to Subhash Chandra Bose.
