Deterrent action on traffic violation sought

NEW DELHI, AUG. 10. The Delhi High Court today directed the State
Transport Authority (STA), the traffic police and the Delhi
Transport Corporation (DTC) to take deterrent action against
violators of rules and guidelines incorporated into route permits
granted to the city bus operators.
A Division Bench comprising the Chief Justice, Mr. Justice
Arajit Pasayat, and Mr. Justice D.K. Jain suggested that the
transport authorities should put tough conditions on the
violators for first offence, but in cases of subsequent offences,
stringent action should be taken.
The Bench asked the Delhi Government to file a detailed report
regarding action being taken against the violators of the permit
norms by September 6.
The Bench issued the directions on a public interest litigation
seeking directions to the STA, DTC and the Traffic police to take
stringent action against the violators
The petitioner alleged that commuters were facing several
problems in buses while the violators went scot free.
He said that private buses were employing unqualified drivers and
conductors who behave rashly with passengers.
The rules provide that the conductors should wear a badge bearing
his name on it, the bus operators flout this norm with impunity.
He also sought a ban on playing music in buses. He said that the
bus staff should ensure that seats reserved for women and
physically-challenged were made available to them.
Counsel for the Delhi Government, Mr. V.K. Shali, submitted that
in many cases buses were impounded if they were found violating
the rules and the guidelines.
