Govt. approach to J&K inconsistent: Arjun

NEW DELHI, AUG. 9. The debate in the Rajya Sabha today on the Union Home Minister's statement on the Government's measures on Kashmir security saw the senior Congress member, Mr. Arjun Singh, questioning the Minister's credentials and commitment to carry out the resolve to effectively deal with the problem of terrorism. ``You have neither the will, nor the capacity nor a comprehension of what you want to do,'' Mr. Singh said and demanded the resignation of Mr. L. K. Advani.

Taking a dig at Mr. Advani, the Congress leader said the latter's consistency was opportunistic and cited several inconsistencies in dealing with cross-border terrorism in Jammu and Kashmir. The twists and turns in the events gave the impression that the Government was trying to perform a ropetrick in the belief that terrorism in Kashmir would end.

The Government, he said, first thought it was necessary to talk to the All-Party Hurriyat Conference, then it extended the ceasefire without explaining to the country the rationale behind it, then it extended an invitation to the Pakistan President, Gen. Musharraf, to come to Agra for talks and drew a blank.

Striking a note of caution, Mr. Singh said merely declaring more areas of the state as ``disturbed'' would not suffice as it could lead to consequences which had the opposite effect.
