Police officers move CAT Police officers challenge transfers

CHENNAI, AUG. 6. Three top police officials, whose services have
been `requisitioned' by the Central Government to be posted in
the Cabinet Secretariat in New Delhi, have challenged the
Centre's move in the Chennai Bench of the Central Administrative
Tribunal (CAT) today.
The City Police Commissioner, Mr. K. Muthukaruppan, the Joint
Commissioner of Police (Central), Mr. S. George, and the Deputy
Commissioner of Police (Triplicane), Mr. Christopher Nelson,
filed their petitions in this regard today.
The petitions are likely to come up before a Bench headed by the
Tribunal Chairman, Mr. Justice S.S. Subramaniam, tomorrow.
The `transfer' of these officials to the Cabinet Secretariat,
without the `concurrence' of the State Government, has threatened
to develop into a Centre-State confrontation.
Viewing this transfer as being ``politically motivated'' and a
``punishment'' to the officials concerned, the State Government
has formally conveyed its inability to spare their services for
Central deputation. Ms. Jayalalithaa has written to other Chief
Ministers seeking their views on the ``sudden and arbitrary''
transfers.
Already, the First Bench of the Madras High Court has ordered
notices to the Central and State Governments on a petition
seeking to restrain them from disturbing any of the 19 identified
officers (including these three) from their existing positions.
