Other States \| Previous FIR filed against Biswal Cl: From other states By Our Special Correspondent BHUBANESWAR, JULY 21. The CBI today filed an FIR against the former Deputy Chief Minister, Mr. Basant Kumar Biswal, who was holding the portfolios of Water Resources, Finance, and Parliamentary Affairs, for mis-utilisation of funds received from international agencies. The issue involved mis-utilisation of funds received from World Bank, and other international funding agencies between 1995 and 2000. Apart from Mr. Biswal several senior government officials including the Chief Engineer, Water Resources, Mr. P. C.
