Clarification
Ms. Andal Damodaran, chairperson, Central Adoption Resource
Agency, New Delhi, writes: This is with reference to a news item
`CARA blames State Government' (The Hindu, April 29). As
chairperson of CARA of the Union Ministry of Social Justice and
Empowerment, I was in Hyderabad. When I met the press I
specifically said that I do not blame the State Government - see
paragraph 5 of the news item. I did blame the VCA, an NGO, for
not fulfilling its role, and unscrupulous elements who were
involved in this racket and said action would be taken against
them.
