dated February 19, 1951: Interim Government for Nepal

The first step towards democracy in Nepal was taken on February 18, and a new era in its history began with the proclamation by King Tribhuvan from the throne of Durbar Hall, announcing the administrative set up.

The proclamation traced the history of the administration of Nepal since the time of his great grandfather, who had empowered Jung Bahadur Rana, founder of the Rana family, to carry on the administration. It announced the King's desire to set up a new administration by elected representatives of the people, and for calling the Constituent Assembly on the basis of adult franchise before 1952 for the purpose.

Defence against Aggression

Marshal Tito told his guards in Belgrade, the Yugoslavia would fight ``when aggression arise and when, in connection with it, the independence of our country is in question.''

In his speech, released for publication on February 17, the head of the Yugoslav State declared that the Yugoslav Communist Party would follow a ``strict line'' in case of an attack on Yugoslavia or against the whole of Europe as well ``because a localised war is least possible in Europe.''

Marshal Tito said accepting aid from the West was not incompatible with the Yugoslav Communist Party line because it was strengthening Yugoslavia as a Socialist country. It was all right to take aid from the West because the West, like Yugoslavia, was concerned with defence against the Soviet Union.
