Regularisation rules further relaxed

CHENNAI, JAN. 31. The State Government has relaxed the rules further for regularising unapproved lay-outs in urban areas and to provide them with amenities.

With the present regularisation scheme failing to attract more takers, the Chief Minister, Mr. M. Karunanidhi, announced in the Assembly today that a few more stipulations had been eased to enable more people to regularise their unapproved lay-outs.

Under the revised package, all unapproved lay-outs in urban areas, excluding those under the Chennai Metropolitan Development Authority, will be regularised, if fifty per cent of the plots are sold or buildings constructed on them, before September 22, 2000.

The development fee for the unapproved lay-outs will be reduced on a par with the approved plots. If the general utility space of the lay-out is less than the stipulated 10 per cent of its total area, only 50 per cent of the prevailing guideline value for the extent to which it is less than the mandatory 10 per cent, need be paid as penalty.

Also, the regularisation fee has been revised to Rs. 20 per sq.m. of the unapproved plots in corporation areas, Rs. 10 per sq.m. in municipalities and Rs. 3 per sq.m. in town panchayats.

The applications for regularisation of unapproved lay- outs could be submitted to the respective local bodies before June 30 this year.

The Chief Minister's announcement followed an assurance in the Assembly yesterday after representations from MLAs and public, on providing infrastructure facilities for unapproved lay-outs.
