dated May 19, 1950: Commonwealth Agreement on Japan
After two weeks and-a-half's discussions in London, a
Commonwealth Working Party arrived at a single voice on the terms
of a Peace Treaty with Japan. The Working Party had been set up
at a Commonwealth Conference held in Colombo in January 1949. The
Group was charged with reducing differences of opinion between
the nations of the British Commonwealth. The Group's unanimous
recommendations were to be sent to the members of the
Commonwealth, and after their ratification, the views conveyed to
the United States before the latter came up with a draft of the
Treaty proper. British Secretary of State for Commonwealth
Relations, Mr. Patrick Gordon-Walker, and Commonwealth High
Commissioners in London attended the final meeting of the Group
of representatives of Britain, Canada, India, Pakistan, Ceylon,
Australia, New Zealand and South Africa who had begun their task
on May 1, to take up ``detailed consideration of the terms of a
peace settlement concerning Japan.'' The United States and the
Western Powers had to find a solution to three simultaneous
problems: encouraging the growth and continued development of
democratic institutions in Japan; discouraging revival of
Japanese militarism and nationalism; and safeguarding Japan from
Communist encroachment.
M. Lie Cautiously Optimistic
U.N. Secretary-General, Trygve Lie said in Moscow he had ``no
reasons to be dissatisfied'' with his talks in Moscow with
Generalissimo Stalin and other Soviet leaders.
