Privilege issue raised against TMC MLA

CHENNAI, APRIL 28. The State Labour Minister, Mr. Rahman Khan,
today raised in the Assembly an ``issue of privilege and contempt
of House'' against the TMC MLA, Dr. Chellakumar, for
``deliberately misleading the House'' over the findings of an
audit report on the Tamil Nadu Slum Clearance Board (TNSCB).
The Deputy Speaker, Mr.Paruthi Ilamvazhuthi, who was in the
Chair, said the Speaker's decision on the admissibility of the
privilege issue against Dr. Chellakumar would be informed to the
House later.
Dr. Chellakumar, while speaking on the debate on the demands for
grants for Housing and Urban Development, cited the 1998-1999
audit report on TNSCB to point out to an instance of 'single
tender system' having been followed for entrusting certain works.
After the Housing Minister, Mr. K. Pitchandi, had finished his
reply to the debate, the TNSCB Chairperson and Dairy Minister,
Mr.K.Sundaram rose to point out that though it was a 1998-99 year
audit report, its finding pertained to works tendered during
1994-1995 under the AIADMK regime.
Reading out from the audit report, Mr.Sundaram said it was
clearly mentioned in it that the last day for receiving tenders
for the works under question was February 16, 1995, when the
AIADMK had been in power. Dr. Chellakumar, by not mentioning this
fact had given the wrong impression that the works pertained to
decisions of the present regime. Thereupon, Mr.Rahman Khan raised
the privilege issue against the TMC MLA.
